| Spanish abstract | Dentro del actual contexto de reforma del sistema político emprendida por el Congreso de la República, este trabajo señala la inexistencia de organizaciones políticas institucionalizadas como su principal nota característica y, por ende, el más importante aspecto a mejorar. Para ello, se plantean dos propuestas hasta ahora olvidadas por las iniciativas legislativas en trámite: la reorientación del ámbito participativo de los «movimientos políticos» a fin de permitir el reingreso de los partidos políticos al ámbito político regional; y la necesidad de implementar la reelección presidencial inmediata no solo como mecanismo de exigencia de responsabilidad política en el modelo presidencial, sino como importante instrumento de renovación partidaria interna |
| English abstract | Within the real context of reform of the political system undertaken by the Congress of the Republic, the present work points to the nonexistence of institutionalized institutional organizations as their main characteristic and, therefore, the most important aspect to improve. Thus, they are raised two proposals so far forgotten by the legislative initiatives in process: the reorientation of the participatory scope of the “political movements” in order to allow the reentry of political parties into the regional political sphere; and the need to implement immediate presidential re-election not only as a mechanism for demanding political responsibility in the presidential model, but as an important instrument for internal party renewal |
