| English abstract | This article is a literature review on the subject of the Municipal Health Councils as an instrument of social control and political democratization of health. There was a reasonable share of advisers in th e formulation, implementation and evaluation of policies. However, for this is efficient and effective participation in the conduct of public health policy, it is necessary to responsibility, commitment and popular organization in order to decrease the dis tance between representatives and represented. The maturation process must take place to discuss the demands that can actually be implemented and resolved by increasing the credibility of the councils. | Portuguese abstract | Este artigo é uma revisão bibliográfica sobre a temática dos Conselhos Municipais de Saúde como instrumentos de controle social e democratização das políticas de saúde. Verificou - se uma razoável participação dos conselheiros na formulação, implementação e avaliação das políticas. No entanto, para que esta participação seja efetiva na condução da política pública de saúde, se faz necessária a autorresponsabilização, comprometimento e organização popular, a fim de diminuir a distância entre representantes e r epresentados. A maturação do processo deve ocorrer para que as demandas discutidas possam realmente ser implementadas, aumentando a credibilidade dos conselhos.
