| Spanish abstract | La educación superior del país está enfrentando desde fines del siglo pasado demandas internas importantes (formación de talento humano y capital social, exigencias de desarrollo científico y tecnológico, productividad y competitividad del sector empresarial) y externas (globalización, tratados comerciales y nuevos mercados, economías del conocimiento) que hacen impostergable una reflexión a fondo sobre este nivel educativo, previa a la toma de las decisiones que se requieren. Esta tarea, por fuerza, ha de hacerse en el marco de la Ley 30 del 28 de diciembre de l992, por la cual se organiza el servicio público de la educación superior. Y pareciera que esta Ley, promulgada con precipitud hace aproximadamente diez años, cuando el país (Colombia) aún no se planteaba seriamente los retos de los nuevos entornos internacionales y las correspondientes respuestas nacionales, no es el referente que pueda soportar e impulsar de manera adecuada las transformaciones necesarias. Este texto, que se publica en la revista institucional del Politécnico Colombiano Jaime Isaza Cadavid, y que tiene un enfoque específico, la formación tecnológica, quiere ser una invitación: 1. A resignificar esta modalidad del conocimiento, precisando su sentido, para proponer su justa ubicación en el marco de un –todavía inexistente- sistema de educación superior en Colombia y demandar las herramientas jurídicas, conceptuales, institucionales y económicas que permitan su reconocimiento, expansión y consolidación, de acuerdo con las necesidades actuales. 2. A confrontar estos resultados con el marco de la Ley 30/ 92 a fin de determinar qué de lo anterior puede impulsarse dentro de esta normativa y qué de ello requeriría cambios en la Ley, proceso lento, dispendioso y difícil –no exento de riesgo-. | English abstract | The higher education of the country is facing from ends of last century internal important demands (formation of human talent and social capital, requirements of scientific and technological development, productiveness and competitiveness of the managerial sector) and external (globalization, commercial agreements and new markets, knowledge’s economies) that make an urgent reflection thoroughly on this educational level, before to the decisions that are required. This task, by force, has to do to itself in the frame of the Law 30 of December 28 of l992, by it the public service of the higher education is organized. And it will seem that this Law, promulgated really fast, approximately 10 years ago, when the country (Colombia) was still not raising seriously the challenges of the new international environments and the corresponding national responses, it is not the reference that could support and impel in a suitable way the necessary transformations. In this text, published in the institutional publication of the Colombian Jaime Isaza Cadavid, and which has a specific approach, the technological formation, wants to be an invitation: 1. To re-meaning this form of the knowledge, specifying it’s sense, to propose it’s proper place in the frame of one - still nonexistent - system of higher education in Colombia and to demand the juridical, conceptual, institutional tools. and economic that allow it’s recognition, expansion and consolidation, in accordance with the current needs; and 2. After this confrontation these results with the frame of the Law 30/ 92 in order to determine what of the previous thing can be impelled inside this regulation and in consequence it would need changes in the Law, slow, expensive and difficult process - I do not exempt of risks-.
