| Spanish abstract | El objetivo de este estudio es identificar los factores que determinaron el gasto público para infraestructura escolar de nivel básico, distribuido a través del Programa Escuelas al CIEN entre los municipios de Michoacán, México, en el ejercicio fiscal 2017. Se aplicó un modelo econométrico, en donde los recursos distribuidos en cada municipio están en función de una serie de factores que responden a dos posiciones teóricas: una que plantea la distribución de recursos racional y acorde con las necesidades y otra que explica el gasto a partir de factores políticos. Los resultados indican que, además de la matrícula de alumnos y el abandono escolar, influyeron factores de tipo político en la distribución de los recursos para el mejoramiento de la infraestructura educativa |
| English abstract | The objective of this study is to identify the factors that determined public spending on infrastructure for elementary education, distributed through the "Escuelas al CIEN" program in the municipalities of Michoacán, Mexico, in 2017. An econometric model was used, in which the resources distributed in each municipality are a function of a series of factors that respond to two theoretical positions: one that suggests a rational distribution of resources according to needs, and another that explains spending based on political factors. The results indicate that in addition to student enrollment and dropping out, factors of a political type influence the distribution of resources to improve educational infrastructure |
