English abstract Population aging is a worldwide phenomenon. This subject should be considered a priority, mainly in the social context of the Brazilian reality, in which it must be observed that some of the objectives of the rules of law in the Democratic State of Right are: to regulate social conviviality and to establish duties and rights both in interpersonal relationships and in the relationship between people and the State. Regardless of their content, it is the effective application of the rules of law that will determine their reach and relevance. Therefore, it is essential to observe the importance of social organization to strengthen the segment, and the Representation Councils are valuable spaces for the participation and mobilization of the elderly in the defense of their rights
Portuguese abstract o envelhecimento populacional é um fenômeno mundial, e esse assunto deve ser tratado com prioridade, principalmente no contexto social da realidade brasileira, onde se deve observar que as normas jurídicas no Estado democrático de direito têm, entre outros objetivos, regular o convívio social, estabelecer obrigações e direitos no relacionamento interpessoal e na relação das pessoas com o Estado. Independentemente do seu conteúdo, a aplicação efetiva das normas jurídicas é que vai determinar seu alcance, sua relevância. É essencial, portanto, observar a importância da organização social para o fortalecimento do segmento, destacando o grande valor dos Conselhos de Representação como espaços de participação e mobilização do idoso na defesa de seus direitos
