| Spanish abstract | El desarrollo del municipio debe abordarse con una visión de largo plazo que oriente las decisiones desde el presente. Para ello es necesario que se aplique el enfoque prospectivo para la planeación del municipio. Existe la necesidad de anteponer el desarrollo local al desarrollo global para generar soluciones a los problemas derivados de la globalización y aprovechar los recursos en beneficio de sus habitantes. | English abstract | The development of the municipality must be approached with a long-term vision that guides decisions from the present, it is therefore necessary to apply the foresight approach in the planning of the municipality. There is a need to place local development before global development in order to create solutions to problems resulting from globalization and to take advantage of local resources in benefit of its inhabitants. The concepts, elements to consider and the foresight planning process are reviewed in general terms in the presentation of the topic, highlighting their benefits and steps to follow |
