| Spanish abstract | Entre los años 2000 y 2004 se gestó y desarrolló en un equipo interdisciplinario de profesionales de la UPB, presidido por el médico Sergio Mejía y el ingeniero Óscar Cardona, el proyecto de investigación “Red de Telemedicina de Antioquia”, que con el fin de lograr un desarrollo integral de la temática, planteó la necesidad de que fuera desarrollada no sólo en su componente técnico de bioingeniería y telecomunicaciones, sino que contara además con un estudio de factibilidad económica y un análisis jurídico de las principales implicaciones y problemáticas derivadas de la implementación y prestación del servicio público de salud bajo la modalidad de Telemedicina. De lo desarrollado en el componente jurídico de dicho proyecto, da cuenta este artículo, en el que se pretende realizar una primera aproximación exploratoria a la problemática mencionada en su fase de implementación, teniendo en cuenta nuestro marco normativo y, en lo operativo, las reglamentaciones del Sistema General de Seguridad Social en Salud y la intervención de los distintos actores en la prestación del servicio de salud bajo dicha modalidad |
| English abstract | In between the years 2000 and 2004 was gestated and developed by an interdisciplinary team of professionals of the U.P.B., presided by Doctor Sergio Mejia and Engineer Oscar Cardona, the research project “Antioquia’s Telemedicine Network”, that in order to achieving an integral development of the thematic, it was presented the need to be developed not only in its technical bioengineering and telecommunications component, but counting besides with a study of economic feasibility and a legal analysis of the main implications and problematics derived from the implementation and installment of the public health service under the modality of Telemedicine. This article shows what it was developed in the legal component of the project, in which intends to carry out a first approximation of exploratory type to the mentioned problematic in its phase of implementation, keeping in mind our normative framework and, in the operating field, the regulations of the General Policy in Health and the intervention of the different actors in the installment of the health service under such modality |
