| Spanish abstract | El documento tiene el propósito de hacer un análisis de los hechos y cambios en el servicio profesional de carrera en México. Entre ellos, la publicación de un nuevo reglamento de la Ley del Servicio Profesional de Carrera en la Administración Pública Federal que marca una nueva fisonomía, pero también la existencia de riesgos y retos potenciales que pueden determinar su futuro. En este proceso de reforma se explican algunas de las causas y razones más importantes derivadas de críticas, opiniones y recomendaciones tanto de organismos nacionales e internacionales como de personas especializadas. Además, se plantea una serie de preguntas por contestar que son las siguientes: ¿era necesario este proceso de reforma?, ¿qué tipo de intereses ha satisfecho esta reforma?, ¿hacia dónde se dirige el servicio profesional de carrera? Todo ello, teniendo como referencia el estudio comparado. Algunas conclusiones del artículo señalan, para dar respuesta a las preguntas, que la reforma era necesaria y que no sólo satisfizo aspectos técnico-administrativos sino también político-partidistas. El trabajo se divide en los siguientes apartados: 1) ¿qué es el servicio profesional de carrera?, 2) un balance necesario, 3) el contenido de la reforma, 4) riesgos y retos potenciales, y 5) conclusiones |
| English abstract | The purpose of this document is to analyze the features and recent changes of professional career service in Mexico. The most important change is the new regulation of the Professional Career Service Law. This new regulation proposes a new approach but also generates potential risks and challenges linked with the future of professional career service. This paper explains the causes and reasons of the reform process as a product of opinions, critical reviews, studies, recommendations by national and international organizations and experts. The main questions are: was necessary the reform process in Mexico?, what kind of political interests were satisfied in this reform?, what is the future of professional career service in Mexico? This work uses the civil service comparative studies as a reference. This article concludes that the reform was necessary and it satisfied not only technical-administrative aspects but broad political interests too. The document is divided in five parts: 1) what is the professional career service?, 2) a necessary review, 3) the main themes of the reform, 4) risks and possible challenges, and 5) conclusions |
