| Spanish abstract | Los gobiernos son desafiados continuamente a superar la fragmentación de sus administraciones públicas y la desarticulación de las políticas y programas que implementan. En las últimas tres décadas, la naturaleza y posibles soluciones de este fenómeno han despertado gran preocupación en la gestión pública y un destacado interés en el ámbito académico de las ciencias políticas y administrativas. Dentro de ese debate y con el fin de generar un aporte en los niveles subnacionales de gobierno, este trabajo sostiene que el fortalecimiento y acumulación de aprendizaje dentro del sistema provincial de planificación puede constituirse en una plataforma de coordinación y resolución de buena parte de la tendencia a la fragmentación y desarticulación de las administraciones estatales. El fortalecimiento del sistema provincial de planificación y la construcción de la Matriz Estratégica ODS en la provincia de Tucumán (Argentina) exponen aprendizajes institucionales significativos en esta materia |
| English abstract | Governments are continuously challenged to overcome the fragmentation of their public administrations and the disarticulation of the policies and programs they implement. In the last three decades, the nature and possible solutions to this phenomenon have aroused great concern in public management and an outstanding interest in the academic field of political and administrative sciences. Within this debate and in order to generate a contribution at the subnational levels of government, this paper argues that the strengthening and accumulation of learning within the provincial planning system can become a platform for coordination and resolution of much of the tendency towards fragmentation and disarticulation of state administrations. The strengthening of the provincial planning system and the construction of the SDG Strategic Matrix in the province of Tucumán (Argentina) show significant institutional learning in this area |
