| Spanish abstract | La Autoridad Marítima Nacional es un decreto a cargo de la Secretaría de Marina y se encarga de administrar las capitanías del puerto del país. También funciona como enlace de organismos internacionales, relacionados con la materia. Sus funciones – que son atribuciones adicionales a la SEMAR- dentro de la marina mercante y de educación náutica quedarán únicamente a su cargo, dejando a un lado a la Secretaría de Comunicaciones y Transportes, con las que compartían responsabilidad. Dicha autoridad cumple con funciones de guardia costera a través de las unidades operativas de la Armada de México que después de los atentados terroristas de septiembre de 2001 se vieron comprometidos a ejecutar planes de protección marítima, aérea y terrestre, cumpliendo con la Resolución 56/1 de la Asamblea General de la ONU en materia de terrorismo. Así como también se enmendó el Convenio Internacional para la Seguridad de la Vida Humana en el Mar, se tomaron medidas de protección marítima a bordo de buques e instalaciones portuaria, se creó el Centro Unificado para la Atención de Incidentes Marítimo y Portuarios, También, se crearon Diplomados dentro del Centro de Estudios Superiores especializados en la autoridad marítima con el fin de capacitar a su personal naval |
| English abstract | The National Maritime Authority is a decree that appoints the Mexican Navy for managing all the Harbor Master’s Offices of the country. It also works as a liaison with international organisms related to the matter. Its functions, which are additional functions of SEMAR, within the merchant marine and nautical education, will be under their command, leaving aside the Secretariat of Communication and Transportation with whom it shares responsibility. Such authority includes coast guard functions through operational units of the Mexican Navy, which after the 9/11 terrorist attacks were bound to execute plans of air, land and maritime protection, and at the same time fulfilling with resolution 56/1 of the General Assembly of the UN with regards to terrorism. Also, the International treaty for Safeguarding Life at Sea was amended; measures were taken for maritime protection on board of ships and port facilities, the Unified Center for Attending Maritime and Port Incidents was created. Also, diploma courses at the Center for Higher Naval Studies were created with the aim of training its naval personnel |
