| Spanish abstract | En este artículo se estudia el impacto económico que sobre las finanzas del régimen contributivo de salud han tenido los reembolsos por prestaciones no POS causados por las aprobaciones de los Comités Técnicos Científicos (CTC) de las eps. Para ello, en primer lugar, se hace una revisión de las diferentes regulaciones cuyo objeto han sido los CTC y se analiza el impacto que éstos han tenido en los “recobros no POS ” ; luego, se describe la situación actual de los Comités Técnicos Científicos y finalmente, se enumeran las principales conclusiones sobre la problemática planteada y se presentan algunas recomendaciones sobre la reglamentación de la Ley 1138 de 20011 que reformó parcialmente el sistema de salud, en relación a los CTC |
| English abstract | The main purpose of this article is the study of the economic impact of the health insurance organizations Technical Scientific Committees the contributive health system finances of Colombia. In first place, we have reviewed the different regulations related to CTC and analyzed the impact of reimbursements in the health system finances. Then, we describe the actual situation of the technical scientific committees (CTC) in order to establish their effect in the health system finances. Finally, we present the main conclusions of our study and some recommendations about Law 1138 of 2011 which partially reformed the health system in relation to the CTC´s |
