| English abstract | Introduction: Inclusive education in Ecuador has been a topic of interest for some decades now, mainly due to factors that have put pressure on Ecuadorian legislation to ensure that the right to education is granted to children and adolescents with disabilities and those belonging to diverse cultures and communities. A persistent problem in Ecuador, as in other countries in the region, is that there are still legislative shortcomings that do not contribute to the true objective of inclusive education, which seeks to involve the greatest number of children and adolescents in the right to education, due to the fact that there are still limiting dynamics that underestimate other capacities and, above all, the commitment that this group of people is willing to make when they are offered the opportunity to learn like other children. Objective: To carry out a hermeneutic analysis of the policies and initiatives deployed and promoted in Ecuador for inclusive education, requiring research from different texts in order to provide interpretations as an additional contribution to the topic addressed in this study. Methodology: A non-experimental design was applied, taking into consideration that the object of study was maintained until the end of the analysis of the legislation in force and the measures that have been established in the field of inclusive education; the focus of the study was the analysis of the current legislation and the measures that have been established in the field of inclusive education. |
| Spanish abstract | Introducción: La educación inclusiva en el Ecuador ha sido un tema de interés desde hace ya algunas décadas, esto principalmente por factores que han ejercido presión en la legislación ecuatoriana Objetivo: Realizar un análisis hermenéutico sobre las políticas e iniciativas. Metodología: Se aplicó un diseño no experimental, teniendo en consideración que el objeto de estudio se mantuvo hasta el final del análisis sobre la legislación vigente y las medidas que se han establecido en materia educativa inclusiva; el enfoque del presente artículo fue exclusivamente cualitativo y bajo la modalidad documental, dado a que toda la información obtenida fue proveniente de los informes en los que constan las leyes tales como la Constitución de la República, Ley Orgánica de educación Intercultural, Ley Orgánica de Educación Superior y Ley Orgánica de discapacidades. Resultados: Específicamente cada una de estas leyes se expone de manera breve y detallada lo que se ha promulgado hasta la fecha respecto a la educación inclusiva, en algunas como la Ley Orgánica de discapacidades, y la Ley Orgánica de educación intercultural se exponen no solo los derechos de estos grupos de personas, sino también las sanciones a que podrían enfrentarse las personas que discriminen o excluyan, sin embargo, a pesar de esto, aún se percibe lo contrario y aspectos que requieren ser mejorados. Conclusiones: Las políticas requieren también de constantes revisiones, así como se precisan de estrategias organizativas y metodológicas que ayuden a mejorar la atencióna. |
