| Spanish abstract | En el contexto del florecimiento de los derechos humanos, y su extensión hacia áreas hasta hace muy poco insospechadas, es dable reconocer que los derechos políticos tiene un importante papel. Si partimos del supuesto de que uno de los pilares de la edificación de los derechos humanos lo es la democracia, no podemos minimizar los alcances de tales derechos, y resulta esencial, determinar cuáles son los avances que los Estados modernos han alcanzado en su consolidación, no solo como derechos fundamentales sino también como derechos humanos universalmente consagrados. En este tenor, el presente trabajo intenta resaltar tales avances e igualmente hacer hincapié en lo que aún falta por cimentar para que los derechos políticos se afiancen como los derechos humanos que son y se deje atrás el debate que cuestiona dicha pertenencia y la a veces preocupante indiferencia de los sujetos titulares hacia su ejercicio |
| English abstract | In the context of the blooming of the human rights and its extension through the areas recently unsuspected, should be acknowledge that political rights have an important role. If we assume from the beginning that Democracy is one of the columns of the development of human rights, we could not minimize the scopes of such rights and it Is essential determine which are the achievements that Modern States have reached during its consolidation, not only as fundamental rights but also as consecrated universal human rights. In this scenario, this article pretends to emphasize such achievements and equally stress upon on what is even lack to build in order to support better, the political rights as human rights, which they are, and leave behind the discussion debate of such belonging and the alarming indifference of the Individuals holders through its exercise |
