| Spanish abstract | La respuesta del sistema educativo colombiano a las necesidades del mercado laboral es marcadamente deficiente. El SENA ha realizado una valiosa labor, pero se encuentra sobrecargado y afectado por algunos de los vicios del Estado colombiano. El de- sarrollo de la educación media técnica vocacional ha sido precario, pues un gran porcentaje de estudiantes prefiere la educación media académica o clásica, para después ingresar a la universidad a convertirse en profesional y para que le digan "doctor", sin serlo en realidad. Es lo que se conoce como el fenómeno de la falsa "doctoritis". Las instituciones de educación superior tecnológica no ofrecen verdadera enseñanza práctica, sino universitaria de menor duración; también terminaron convertidas en un simple salto hacia la "doctoritis", y calificadas en muchos casos como in- justamente, como "universidades de garaje". En general, Colombia no ha podido crear una pirámide de educación superior con una base amplia de educación no formal, técnica y tecnológica como soporte de la educación profesional y de posgrado. Por estas razones, el país pierde una parte considerable de sus recursos humanos calificados en beneficio de otros países, y los índices de desempleo juvenil son excesivamente altos |
| English abstract | he answer of the Colombian education system to the needs of the la- bor market is highly deficient. The national organization that handles vocational and technical secondary education (SENA) has performed a valuable activity but now finds itself working at its full capacity and is being affected by some of the Colombian state’s defects. The deve- lopment of secondary vocational and technical education has been precarious because a large percentage of students prefer to enroll in academic or traditional secondary education to then go into university studies to become professionals and thus be called "doctors", without being so. This is what has been called the phenomenon of "doctoritis" by which people think they become respectable and highly regarded in society just by being called a "doctor". Technological higher educa- tion institutions do not provide truly practical education but rather ren- der education of a lesser quality. They have also become a simple way out to "doctoritis" and have been unfairly called "garage universities", meaning that they lack the professionalism of a respectable univer- sity. In general, Colombia has not been able to organize higher educa- tion as a pyramid wherein non-formal technical and technological education constitutes a wide base, supporting undergraduate and gra- duate education. For these reasons Colombia is losing a considerable portion of its qualified human resources in the interests of other countries; and unemployment rates of young people are excessively high |
