| Spanish abstract | Los últimos 16 años han sido un período que ha presenciado varios cambios geopolíticos a escala mundial que se contrastan con la relativa inercia del sistema entre 1945 y 1989. La desaparición del sistema socialista en Europa Central y Oriental en 1989 y la posterior desagregación de la URSS en 1991 dieron lugar inicialmente a la percepción pasajera de un nuevo orden internacional basado en el respeto al derecho y las instituciones intergubernamentales y a una hegemonía suave y aceptada de los Estados Unidos de Norteamérica. Esta situación cambió con la llegada de George W. Bush a la presidencia de este Estado y con los atentados terroristas del 11 de septiembre del año 2001, que sirvieron de pretexto para poner en práctica una política de hegemonía fuerte y de control de las fuentes de recursos energéticos en el Medio Oriente y en Asia Central. Hegemonía que se ha visto erosionada por el fracaso en el control político, económico y militar en Irak y en Afganistán y que ha permitido varios desarrollos geopolíticos regionales que, como en el caso de la afirmación creciente de China, pueden llegar a ser mundiales |
| English abstract | The period of the past 16 years has seen many geopolitical changes in a world scale that could be contrasted to the relative inertia of the international system from 1945 to 1989. The end of the socialist system in Central and East Europe in 1989 and the implosion of the Soviet Federation in 1991 gave place to a perception of a new international order based on the respect to the international law and institutions and on a soft and accepted hegemony on the part of the United States of North America. This situation changed with the arrival to the presidency of this country of George W. Bush and with the terrorist attacks which provide him with the excuse to put in practice a foreign policy of hard hegemony ant to look for the control of the energetic resources in the Middle East and Central Asia. This hegemony has eroded as the political, economic and military control of Iraq and Afghanistan has failed and this reality has permitted regional geopolitical developments that, as the increasing reafirmation of China, could become global |
