| Spanish abstract | El declive de los paradigmas teóricos del desarrollo de la segunda mitad del siglo XX supuso nuevos enfoques al respecto y hacia los lugares que han adquirido en el tiempo características estratégicas para las políticas de desarrollo local. Va incrementándose una nueva sensibilidad hacia lo que está aconteciendo a nivel local, campo de observación redescubierto y revalorizado: se va prestando atención a los factores de identidad, a la participación de las poblaciones autóctonas, a la dimensión local según una perspectiva que, de abajo hacia arriba, afecta a la sociedad civil en los procesos de cambio social, alen-tando formas de participación directa de las comunidades involucradas. actuar mediante sus propias fuerzas es el imperativo pese a los condicionamientos de la globalización y de una complejidad cuyo control se precisa a nivel local trámite un desarrollo endógeno que caracteriza los lugares en que se concretan estos desarrollos de abajo hacia arrib |
| English abstract | The decline of the theoretical paradigms that defined the development of the second half of the Twentieth Century has produced new approaches that have become, overtime, strategic for characterizing local development policies. A new sensitivity towards the territorial capital of each region grows hand in hand with the importance, for a local area, to enhance the resources on a material and symbolic level; at the same time, emerges the importance to valorize the factors of identity and the participation of local people ac-cording to a perspective that, starting from the bottom up, involves the civil society in the processes of social change. The imperative seems to rely on one’s own strengths in spite of the constraints of globalization and of a complexity that, on a local scale, is necessary to keep under control; this can be done in those very places where forms of endogenous development can be created from below |
