| English abstract | This article analyzes the post-hegemonic period of the Southern Common Market (Mercosur), which begins in 2003 due to political changes in Argentina and Brazil and ends in 2016 and it is described as a “new Mercosur”. Post-hegemonic refers to the cycle of regionalism in Latin America, in which left-wing governments adopted a strategy that moved away from open regionalism and the new regionalism prevalent in the last decade of the 20th century. The causes of the emergence of the so-called “new Mercosur”, its main policy proposals and its evolution are examined. | Portuguese abstract | Este artigo analisa o período pós-hegemónico do Mercado Comum do Sul (Mercosul), descrito como um “novo Mercosul”, que se inicia em 2003 devido às mudanças políticas na Argentina e no Brasil e acaba em 2016. “Pós-hegemónico” alude ao ciclo do regionalismo na América Latina na qual governos de esquerda adotaram uma estratégia que se afastou do regionalismo aberto e do novo regionalismo predominante na última década do século XX. Examinam-se as causas do surgimento do chamado “novo Mercosul”, suas principais propostas de políticas e sua evolução. Em seguida, analisam-se as causas da crise do “novo Mercosul” e as lições aprendidas de período pós-hegemónico do bloco |
