| English abstract | The present article has two objectives. It presents results of empirical research with activists of the movement in defense of the social assistance policy and demonstrates aspects of mutual constitution between movement and public policies in the process of mobilization for the regulation of the Organic Law of the Social Assistance (LOAS), that serves as the basis for the implementation of SUAS (Unified System of Social Assistance). Through the analysis of the professional trajectories of the activists involved in the construction the politicy, we demonstrate the links between the construction process and the formation of the movement. On the other hand, it reflects on the method of analyzing trajectories as a methodological tool for analyzing the relations between social movements and public policies, by demonstrating that the research design and the choice by this method made it possible to advance in the discovery of these links |
| Portuguese abstract | O presente artigo tem duplo objetivo. Por um lado, apresenta resultados de pesquisa empírica realizada com ativistas do movimento em defesa da assistência social que permitem demonstrar aspectos de mútua constituição entre movimento e políticas públicas, a partir do processo de mobilização em torno da regulamentação da Lei Orgânica da Assistência Social, que serve de base para a implementação do SUAS - Sistema Único de Assistência Social. Por meio da análise de trajetórias profissionais das ativistas envolvidas com a construção da política, demonstramos nexos entre o processo de construção da política e a formação do movimento. Por outro lado, reflete sobre o método de análise de trajetórias como ferramenta metodológica para análise das relações entre movimentos sociais e políticas públicas, ao demonstrar que o desenho da pesquisa e a escolha por esse método possibilitou avançar na descoberta desses nexos |
