| Spanish abstract | El presente artículo recoge el interés en abordar la Responsabilidad Internacional del Estado en materia de derechos humanos, partimos definiendo que todo Estado que asume un compromiso internacional en materia de derechos humanos, tiene la obligación de implementar los tratados internacionales en sede nacional y convertirlos en derecho interno, estableciendo mecanismos internos eficaces para implementar las sentencias supranacionales dictadas por los tribunales supranacionales: Aquí nace nuestro interés en trabajar el aspecto central que conlleva la Responsabilidad Internacional del Estado, abordando en este artículo, los aspectos conceptuales de la responsabilidad internacional, la responsabilidad internacional en el marco del sistema interamericano, las condiciones necesarias para establecer la responsabilidad, así como la responsabilidad de los Estados en materia de derechos humanos |
| English abstract | This article collects the interest of approaching the International Responsibility of the State in human rights matter, we start by defining that all States that assumes an international commitment in human rights matters; has the obligation to implement the international treaties in national headquarter and transform them into internal rights, establishing efficient internal mechanisms to implement the supranational judgements delivered by the supranational law courts. Our interest in working the central aspect that leads to the International Responsibility of the State, addressed in this article, begins at this point; the conceptual aspects of the international responsibility, the international responsibility under the Inter-American system framework, the needed conditions to establish the responsibility; as well as the responsibility of the State in human rights matters |
