| Portuguese abstract | This exploratory study examines normative elements present in Brazilian texts about communication in the public service. We analyze two sets of documents: on the one hand, communication policies of public institutions and proposals for codes of professional ethics; on the other, studies by reference authors and research presented at recent events. We identify values linked to the promotion of democracy and citizenship, which are articulated to professional values in the field of public communication, especially public journalism, such as exemption and pluralism. In the analysis, we identify a contrast between these values -both the democratic and the professional -and values that are presented as external interests, either the commercial press or other members of the institution, not the communication professionals -for example, parliamentarians, and managers of public institutions |
