| Spanish abstract | El artículo analiza la transición de las acciones por medio de las cuales se han atendido las necesidades de la población en pobreza o condición de vulnerabilidad en el estado de Jalisco. El análisis se lleva a cabo a través de los discursos y categorías empleados, el tipo de problemas y grupos sociales que se atienden, así como de los actores que las han implementado. En ese sentido, en Jalisco se observan tres grandes etapas: la primera caracterizada por la beneficencia por parte del clero y la filantropía; la segunda por la institucionalización gubernamental de las acciones de asistencia social; y la tercera por el uso de herramientas técnicas como la evaluación de los programas de desarrollo social |
| English abstract | The article analyzes the transition of the actions that have served to assist the necessities of the part of the population that is under poverty or vulnerability conditions in the state of Jalisco, México. The analysis is made through the study of the speech, the types of problems they face and the social groups they belong to, as well as the actors that have implemented them. In this sense, we can observe three main stages taking place in Jalisco: the first, characterized by the help provided by the Church and philanthropic associations; the second, by government institutions through social assistance; and third, by the use of technical tools such as the evaluation of social development programs |
