| English abstract | This paper discusses the relationship landmarks between Europe and Latin America through the study of their contemporary history of international relations since the colonization schemes to current negotiations for cooperation. Throughout this discussion emerged from a secular history of foreign affairs, inter-regional negotiations between the European Union (EU) and the Southern Common Market (Mercosur) are focused in order to show the continuities and changes in the European-Latin American pattern of relationship and what are the interests, challenges and mutual gains built for the advance of a cooperative action in the international system |
| Portuguese abstract | O artigo discute os marcos de relacionamento entre a Europa e a América Latina por meio de um estudo que resgata o histórico contemporâneo das relações internacionais entre as partes, desde os esquemas iniciais de colonização às negociações atuais de cooperação. Através discussão, embebida em uma história secular de relações internacionais, as negociações inter-regionais entre a União Europeia e o MERCOSUL são apreciadas com destaque. O propósito é demonstrar os pontos de continuidade e inflexão no padrão de relacionamento Europa-América Latina e apontar quais são os interesses, desafios e ganhos recíprocos embutidos para o avanço de uma ação cooperativa no sistema internacional |
