| Spanish abstract | El objetivo del artículo consiste en presentar la situación actual de la propiedad intelectual en relación con el acceso a la información en la actividad científica de las universidades colombianas, con base en los desarrollos normativos vigentes. La metodología es de tipo cualitativo, de niveles relacional y explicativo. Se revisaron documentos y normas en investigación científica y propiedad intelectual utilizando técnicas de análisis documental. Se encuentra importante información sobre protección de la producción científica y académica, pero ausencia normativa y desarticulación en las políticas de propiedad intelectual frente al acceso a la información. Los esfuerzos de acceso abierto operan como apertura del conocimiento hacia el mundo, pero no al contrario. No hay una política pública de acceso frente a las producciones extranjeras. |
| English abstract | The aim of this paper is to present the current situation of intellectual property regarding the access to information in scientific activities in Colombian universities, based on current regulatory developments. The methodology is qualitative, relational and explanatory. Documents and standards in scientific research and intellectual property were reviewed using documentary analysis techniques. The findings revealed important information on the protection of scientific and academic outputs, but also a normative absence and fragmentation in intellectual property policies in regard to the access to information. Open access efforts operate as an opening of knowledge toward the world, but not vice versa. There is no public policy of access to foreign productions. |
