| Spanish abstract | La investigación planteada tuvo como propósito el estudio del discurso y poder político municipal, utilizando como base epistemológica el pensamiento del filósofo francés Michell Foucault (1926 – 1984). Para dicho discernimiento fue necesario utilizar como caso de estudio, el Municipio Libertador del Estado Mérida, Venezuela, tomando en consideración algunos de los discursos realizados por cuatro funcionarios durante el período 2000 – 2014. Fundamentados en los estudios que planteaba Foucault sobre el poder, la ética y la retórica, el estudio trata de adentrarse en situaciones donde en el discurso político se mezclan una serie de expectativas y sentimientos que permiten que los sujetos que escuchan, se sientan identifi cados con los planteamientos de los políticos. | English abstract | The purpose of the research was to study the discourse and municipal political power, using as an epistemological basis the thought of the French philosopher Michel Foucault (1926 - 1984). For this discernment, it was necessary to use as a case study the Liberating Municipality of Mérida State, Venezuela, taking into consideration some of the speeches made by four offi cials during the period 2000 - 2014. Based on Foucault’s studies on power, Ethics and rhetoric, the study tries to get into situations where political discourse mixes a series of expectations and feelings that allow the listening subjects to feel identifi ed with the approaches of politicians. When such situations arise, listeners can act in the way the political leader wants, using rhetoric and manipulation to achieve their ends |
