| Spanish abstract | El artículo destaca que la implementación de procedimientos que lleven al reconocimiento mutuo de títulos y grados o el diseño de estándares, exige abordar temas previos tales como confianza, calidad y estándares. Desde el punto de vista de la confianza, que es un fenómeno cultural, los cambios producidos en la educación superior moderna, ha producido un choque entre tradición y nuevos enfoques que no ha generado un nuevo conjunto de normas. Las agencias de aseguramiento de calidad encaran un doble reto: deben asegurar la calidad de la educación superior que ofrecen las instituciones nacionales dentro de sus propios países, y al mismo tiempo, deben encontrar la forma de velar por la calidad más allá de las fronteras – tanto sobre lo que ofrecen las instituciones de su país como aquello que llega desde otros países. Para ello hay que considerar los estándares que se aplican a las instituciones y programas de educación superior y los estándares que las agencias de aseguramiento de la calidad aplican a su propio trabajo y que hacen que sus decisiones sean confiables y aceptables. A menos que los estándares para agencias de aseguramiento de la calidad se combinen con otros requisitos (como aquellos que comienzan a construirse en el Proyecto Tuning u otras iniciativas semejantes) su utilidad desde el punto de vista del reconocimiento de títulos será limitado. En todo caso, las agencias deberán incorporar activamente a los principales actores involucrados en la educación superior (gobierno, empleadores, asociaciones profesionales, académicos, autoridades de la educación superior) Si no lo hacen, su trabajo será parcial y probablemente irrelevante en el largo plazo |
| English abstract | This article sustains that prior to the implementation of procedures leading to either the mutual recognition of titles and degrees or the design of standards it is necessary to grasp issues like trust, quality, and standards. From the standpoint of trust which is a cultural phenomenon, changes typical of modern higher education, have led to a clash between tradition and new approaches, without the emergence of new set of norms. Quality assurance agencies face a double challenge: they must assure the quality of higher education provided by their own national institutions and, at the same time, they must find ways to oversee quality beyond their frontiers (what is offered by national institutions abroad and by incoming institutions from abroad). To that end consideration should be given both to standards applicable to institutions and programs, and to those that quality assurance agencies apply to their own work as a condition for reaching trustfulness and acceptance of their decisions. Unless standards for the activities of the agencies are applied in combination with other requirements (such as those that are in the process of construction under the Tuning Project, or other similar initiatives), their usefulness from the stand point of recognition of diplomas will be limited. Anyhow, agencies will have to incorporate actively the main actors involved in higher education (governments, employers, professional associations, academics, higher education authorities). If they do not, their work will be partial and probably irrelevant in the long run |
