| Spanish abstract | El artículo analiza los vínculos entre laParadiplomacia y la Diplomacia Parlamentaria de Chile, en su relación con Argentina, Perú y Bolivia. Con el objeto de comprender su desarrollo y la forma en que se trazaron las relaciones transfronterizas, en el marco de la presentación de las demandas de Perú y Bolivia en la Corte Internacional de Justicia y los respectivos fallos que impactaron en la relación de los países estudiados. La investigación consideró la recopilación de material especializado en política exterior, fuentes oficiales de las comisiones de Relaciones Exteriores y de Gobierno Interior del Senado y la Cámara de Diputados de Chile. Y materializó la evaluación de un panel de expertos conformado por ex autoridades subnacionales o locales que en la actualidad son parte del Congreso Chileno. Se puede constatar la complejidad del binomio, paradiplomacia-diplomacia parlamentaria. Paradigmas que a pesar de sus orígenes y proyecciones, podrían contribuir en mejorar las relaciones transfronterizas de Chile con sus vecinos. Al mismo tiempo, quese moderniza la Cancillería y la legislación que crea una nueva institucionalidad para las regiones |
| English abstract | The following article analyzes the connection between paradiplomacy and Chile’s Parliamentary Diplomacy with regard to Argentina, Peru and Bolivia. This endeavors to understand its development and the way in which cross-border relationships have been established, through the perspective of Peru’s and Bolivia’s suits in the International Court of Justice (ICJ), and the corresponding rulings that had an impact in the relationship between the countries. The research for this article consisted in the review of specialized materials in foreign policy as well as official sources from within the Foreign Relations and Internal Government subcommittees of the Senate and Chamber of Representatives of Chile. It also convened an expert panel of former officials from the local levels which are now members of Chile’s Congress. The complexity of the combination between paradiplomacy and parliamentary diplomacy is evident. These paradigms can become, despite their origins and projections, useful contributions to the betterment of Chile’s cross-border relationships with its neighbors. This while simultaneously, the Chancellery is undergoing a modernization process and there is new legislation that endeavors to establish a new kind of regional organization |
