| Spanish abstract | La modificación del sistema electoral público chileno se ha transformado nuevamente en tema de debate público, después de la Reforma Constitucional de 2005. El Gobierno ha propuesto reformar el sistema electoral, sustituirlo por otro que permita a las minorías tener representación en el Congreso. Se abordan brevemente los sistemas electorales en el derecho comparado, en especial el caso chileno, evaluando las ventajas y desventajas del sistema electoral nacional. Se propone recurrir al mecanismo de primarias a fin de elegir a los candidatos. Se concluye que no hay ningún sistema ideal, importa más las características del sistema político y no tanto el método electoral con el cual se eligen a los representantes |
| English abstract | The reform of the chilean public electoral system after the Constitutional reform of law was subjected in the last days of a public discussion, after the Constitutional reform in 2005. The government has proposed to reform the electoral system, and replace it by another which allows the minorities to have representation in the Congress. The electoral systems in compared law are only briefly treated, specially in the Chilean case, analysing the advantages and disadvantages of it. The article out to resort to the mechanism of primary elections in order to choose the candidates It concludes that there is no ideal system, what really matters are characteristics of the political the electoral systems with which the representatives are elected |
