Spanish abstract | En un ambiente democrático, los políticos que integran el gobierno reaccionan o se anticipan a los reclamos de su electorado, a través de su intervención sobre el sistema económico, político y social bajo un conjunto de restricciones institucionales. El objetivo de este ensayo es describir y analizar las principales implicaciones de la teoría de Elección Pública y del Neoinstitucionalismo en el análisis de la acción gubernamental. El documento está dividido en dos apartados: en el primero se establecen los fundamentos teóricos de la elección pública que permiten analizar el comportamiento del gobierno, de los políticos, de los burócratas y los votantes. Esta teoría modela al gobierno como un agente racional que aplica políticas y programas públicos con el objetivo de ser evaluado de forma satisfactoria por sus electores. En el segundo apartado, se incorporan los elementos teóricos del Neoinstitucionalismo en tres de sus vertientes más importantes: histórico, sociológico y de elección racional; haciendo énfasis en el concepto de institución en cada una de ellas; y en especial en el análisis de la acción gubernamental |
English abstract | In a democratic environment, the politicians who integrate the government respond or anticipate the claims of their electorate, through its intervention in the economic, political and social system under a set of institutional constraints. The aim of this paper is to describe and analyze the main implications of the Theory of Public Choice and Neoinstitutionalism in the analysis of government action. The document is divided into two sections: the first, theoretical foundations of Public Choice to analyze the behavior of the government, politicians, bureaucrats and voters are set. This theory models the government as a rational agent applying public policies and programs in order to be successfully evaluated by their constituents. In the second section, theoretical elements of neoinstitutionalism are incorporated in three of its most important streams: historical, sociological and rational choice; emphasizing the concept of institution in each of them; especially in the analysis of government action |
