| Spanish abstract | El presente trabajo tiene como objetivo analizar la experiencia reciente y el potencial de los programas de microfinanzas como instrumento de inclusión social en el contexto de la realidad argentina, presentar ciertos debates importantes planteados en ese campo, y evaluar el rol que debe jugar el Estado para fortalecer dichos programas. Para ello, se realizó un análisis sobre la dimensión y características que presentan tanto la demanda domo la oferta de microfinanzas en Argentina, focalizando sobre los logros, impactos y limitaciones, así como las diferencias, que pueden ser identificadas entre las iniciativas de carácter público y privado. El análisis se basó en un estudio de campo que combinó encuestas a 43 Instituciones de Microfinanzas (IMF) y a 56 beneficiarios de microcréditos, así como entrevistas en profundidad a 6 IMF y 2 programas públicos. Dentro de las conclusiones se plantea que el sector muestra un desarrollo incipiente, caracterizado por debilidades de diverso tipo, y con diferencias notables en materia de gestión y de resultados entre las experiencias de grandes y pequeñas IMF, por un lado, y de programas públicos y privados, por el otro. Se observa también un impacto positivo de los programas en términos de mejora en la calidad de vida de los prestatarios. Finalmente se realizan distintas recomendaciones respecto de líneas de acción que permitan el fortalecimiento de estos programas y de su impacto social, así como del rol que debe jugar el Estado en la promoción del sector de microfinanzas |
| English abstract | The present paper is oriented to analyze the recent experience and the potential of microfinance programs as instruments of social inclusion in Argentina, to introduce some important debates developed in that field, and to evaluate the role the State should play to strengthen those programs. With that purpose, the dimension and characteristics of the supply and demand of microfinance in Argentina were observed, focusing on the achievements, impacts and limitations of those programs, as well as the differences that can be identified between public and private behaviour in these matters. The analysis was based on a fieldwork that combined surveys to 43 Microfinance Institutions (MI) and to 56 beneficiaries of microcredit programs, and interviews in depth to 4 MI and 2 public programs. The study concludes, among other things, that the sector shows an incipient development, characterized by different type of weaknesses, and with remarkable differences, in terms of management and results, between the experiences of big and small MI, on the one hand, and between private and public programs, by the other. A positive impact in terms of improvements in the quality of life of the borrowers was also observed. Finally different recommendations are introduced regarding action lines that allow the improvement of these programs and their social impact, as well as the role the State should play in the promotion of the microfinancial sector |
