| English abstract | The present text analyses the contours of civil-military relations in the Community of Portuguese Speaking Countries -CPSC, considering the challenges and perspectives for the models of civil-military relations in force in its member states of the organization. The analysis of the theme followed a methodology based on a qualitative approach, supported by analytical methods, content analysis, desk research and systematic literature review, where answers were sought to two central questions: how to avoid the usurpation of political power by the military elites? And how to guarantee the "non instrumentalization" of military force by the political power, for the defense of its interests? The study found that CPSC states have different histories, political culture, national experiences, opposition groups and degree and needs of national security. All this has shaped their models of civil-military relations. Constitutionally, the principle of subordination of the military to the established political power exists, but in practice there are several challenges to its materialization. Thus, an institutional strategy adopted by the CPSC, aimed at promoting liberal, objective, and professional civil-military relations, will contribute to the consolidation of democracy, promotion of peace, security, and stability in its member states |
| Portuguese abstract | O presente texto analisa os contornos das relações civis-militares na Comunidade dos Países de Língua Portuguesa – CPLP, tendo em conta os desafios e perspectivas para os modelos de relações civis-militares vigentes nos seus Estados membros da organização. A análise do tema seguiu uma metodologia baseada numa abordagem qualitativa, apoiada pelos métodos analítico, análise de conteúdo, pesquisa documental e revisão sistemática de bibliográfica, onde se procurou respostas sobre duas questões centrais: como evitar a usurpação do poder político pelas elites militares? E como garantir a “não instrumentalização” da força militar pelo poder político, para a defesa de seus interesses? O estudo constatou que os Estados da CPLP têm histórias, cultura política, experiências nacionais, grupos de oposição e grau e necessidades de segurança nacional diferentes. Tudo isso moldou os seus modelos de relações civis-militares. Constitucionalmente, o princípio da subordinação dos militares ao poder político instituído existe, mas na prática, há um conjunto de desafios para a sua materialização. Desta feita, uma estratégia institucional adoptada pela CPLP, voltada para promoção de relações civis-militares liberais, objetivas e profissionais, contribuirá para a consolidação da democracia, promoção da paz, segurança e estabilidade nos seus Estados membros |
