| English abstract | This article seeks to verify and compare the catalysis of bilateral structuring cooperation in health (CES) between Brazil and, on the one hand, the member states of the CPLP and, on the other hand, of UNASUR, based on the constitution of these organizations and their structures dedicated to the CES. The specialized literature and official documents suggest that this catalysis occurs, and the present study seeks to test this hypothesis. The research is carried out through a comparative case study, based on the analysis of the trajectories of bilateral CES in the two cases mentioned, built from data on bilateral agreements signed between Brazil and the members of the CPLP and Unasur. In addition to testing the hypothesis, this article also discusses what the data suggest about the possibilities of delimiting the CES by the Brazilian foreign policy (PEB) of each period or by multilateral organizations. The data suggest that, in the case of the CPLP, there is a catalysis starting from the PECS 2009-2012, but it is not sustainable, as it ends in 2012. In the case of Unasur, there is a catalysis of bilateral CES from the establishment of the institution and the Health Council, and this remains at least until 2021, despite the inertia of Unasur and the changes in the PEB in health in the period |
| Portuguese abstract | Este artigo busca verificar e comparar a catalisação de cooperação estruturante em saúde (CES) bilateral entre o Brasil e, por um lado, os Estados-membros da CPLP e, por outro, da Unasul, a partir da constituição dessas organizações e suas estruturas dedicadas à CES. A literatura especializada e os documentos oficiais sugerem que esta catalisação ocorre, e o presente estudo busca testar esta hipótese. Isso é feito através de um estudo de caso comparativo, baseado na análise das trajetórias de CES bilateral nos dois casos citados, construídas a partir de dados sobre acordos bilaterais firmados entre o Brasil e os membros da CPLP e da Unasul. Além de testar a hipótese, este artigo também discute o que os dados sugerem sobre as possibilidades de delimitação da CES pela política externa brasileira (PEB) de cada período ou pelas organizações multilaterais. Os dados sugerem que, no caso da CPLP, ocorre catalisação a partir do PECS 2009-2012, mas ela não se mostra sustentável, pois finda em 2012. No caso da Unasul, há catalisação de CES bilateral a partir da constituição da instituição e do Conselho de Saúde, e essa se mantém pelo menos até 2021, apesar da inércia da Unasul e das mudanças na PEB em saúde no período |
