| Spanish abstract | Este artículo parte de un análisis de la propuesta de Ley de Universidades de Venezuela (2010) en comparación con la ley vigente de 1970, pero lo más importante es hacer una reflexión sobre los aciertos y debilidades de la política universitaria del gobierno de Chávez. A propósito de la aprobación y el consecuente veto de la Ley Educación Universitaria (2010), se ha iniciado un debate mucho más importante y más amplio, sobre la política universitaria de este gobierno y como se inserta esta política en el contexto del proyecto socialista. De este contexto no escapa el tema de la autonomía y democratización universitaria. Si bien reconocemos que este gobierno comenzó creando un Ministerio de Educación Superior (2002) y a partir del 2003 se iniciaron las Misiones Educativas, la Universidad Bolivariana, las Aldeas Universitarias y una red de universidades territoriales, lo que ha representado una masificación de los estudios universitarios, dando respuesta a los históricamente excluidos, consideramos que se han cometido fallas y demostrado un desconocimiento de la realidad universitaria, creando un sistema universitario paralelo y desconociendo el papel histórico de estas casas de estudios y en algunos casos evidenciando temor a la respuesta política, fundamentalmente de los sectores estudiantiles |
| English abstract | This article begins with an analysis of the Venezuelan Universities Law proposed in 2010, in comparison with the existing law of 1970, but the most important is to reflect on the strengths and weaknesses of the university policy of the Chavez government. Regarding the approval and subsequent veto of the Higher Education Law (2010), by the President, it has started a debate much more important and broader on university policy of this government and how this policy is inserted in the context of the socialist project. While we recognize that this government began creating a Ministry of Higher Education (2002) and since 2003, it began the educational missions, Bolivarian University, the University Villages and a network of regional universities, which has been a mass of universities, responding to the historically excluded, we believe that there have been failures and it has demonstrated a lack of knowledge of the university reality, creating a parallel university system, the underestimation the historical role of these houses of study and in some cases showing fear to the political response, mainly from student sectors |
