| English abstract | The President Woodrow Wilson’s ideas and his project of framing a New World Order in the aftermath of the First World War were transformed into proposals that made him singular in the history of the US foreign affairs. These ideas concerned democracy, open diplomacy and collective security. The end of the cold war favored the emergence of new interpretations about the wilsonian legacy, changing the former perspectives about him to a point beyond the traditional characterization as a naïve idealist. In this article we intend to focus on the role that the issue concerning the civilizational criteria should have in the definition of the responsibilities and rights of the United States in the process of framing an order in the Hemisphere |
| Portuguese abstract | As idéias do presidente Woodrow Wilson e seu projeto de edificação de uma Nova Ordem Mundial logo após a Primeira Guerra Mundial, consagraram-se em propostas que o tornou singular na história da política externa americana tais como: democracia, diplomacia aberta e segurança coletiva. Com o final da guerra-fria apareceram novas interpretações a respeito do legado wilsoniano, situando-o além das convencionais classificações que o caracterizam como idealista ingênuo.
