| English abstract | This article describes how sub-national entities have become part of contemporary world politics. It first presents the theories, concept and characteristic of the phenomenon of paradiplomacy. Secondly, the article presents the typologies proposed by different authors that research paradiplomacy, defines the main paradiplomacy strategies and the mechanisms and tools available to subnational governments. Lastly, it indicates whether there are probable positive or negative consequences brought on by paradiplomacy and describes the challenges of subnational entities face in a complex world that puts pressure on these subnational entities’ resources |
| Portuguese abstract | O artigo busca compreender como tem se desenvolvido o processo de inserção internacional de entidades subnacionais. Discute, primeiramente, as teorias, conceitos, características e aspectos gerais da paradiplomacia. Em seguida, faz uma exposição das tipologias que têm sido propostas por diversos autores, define as principais estratégias e estilos de atuação adotados, os mecanismos e as ferramentas paradiplomáticas à disposição dos governos subnacionais. Por fim, indica-se as prováveis conseqüências positivas e negativas trazidas pela paradiplomacia e os desafios a serem enfrentados pelas entidades subnacionais num mundo cada vez mais complexo e exigente quanto à capacitação dessas entidades |
