| Spanish abstract | En este artículo se discuten algunos aspectos de organización del territorio urbano que no han sido debidamente abordados por la planificación territorial tradicional en la región latinoamericana, y que actualmente constituyen un reto para la planificación territorial en su deliberado propósito de tratar de conducir a la ciudad hacia su organización y desarrollo sustentable. Se afirma que en la ciudad actual latinoamericana se presentan expresiones urbanísticas contrarias a los principios de sustentabilidad debido a las características de desarrollo dual y polarizado que poseen, lo cual, junto con el retiro progresivo del estado de su función planificadora y al aumento de la intensidad de los procesos de apertura neoliberal originaron un importante retroceso en el tratamiento del tema de planificación territorial y urbana. Sin embargo, el tema fue retomado principalmente desde la academia al considerar el hecho de que sí es posible orientar la práctica de la planificación en contextos de incertidumbre, pero con un abordaje diferente. Las afirmaciones aquí realizadas se respaldan con cierta bibliografía referente al tema tratado y se concluye que es necesario definir actores, agentes y sus respectivas responsabilidades en el proceso de planificación territorial, diferenciados desde el rol y funciones que desempeñen en la estructura social. Así, la fortaleza del planificador radica en emprender esfuerzos para concertar voluntades en un mundo donde priman las contradicciones, lo cual es posible que no sea función directa de la sofisticación de equipos, ni de modelos algorítmicos, ni de la aplicación de recursos y herramientas o innovaciones de apoyo al manejo de programas y proyectos de desarrollo urbano sustentable de forma sistémica (Sánchez, 2002) sino más bien de identidad, voluntad y ética |
| English abstract | This article discusses some aspects of organization of the urban territory which have not been properly addressed by the traditional territorial Planning in the Latin American region, and which currently constitute a challenge for land use planning in their deliberate intention to treat driving to the city to your organization and sustainable development. It is claimed that the current city Latin American are expressions contrary to the principles of sustainability due to the characteristics of dual and polarized that possess, which, together with the progressive withdrawal of the status of its planning function, and the increase of the intensity ofthe process of neo-liberal opening, originated an important decrease in the treatment of the issue of spatial planning and development urban, urban. However, the issue was mainly taken up from salons of the universities considering the fact that yes it is possible to guide the practice of planning in contexts of uncertainty, but with a different approach. The affirmations here realized lean with certain bibliography relating to the treated topic, and one concludes that it is necessary to define actors, agents and their respective responsibilities in the process of planning, differentiated from the role and functions that play in the social structure.
