| Spanish abstract | El presente artículo tiene por objetivo ofrecer un acercamiento a la forma en que la política de participación social impulsada en los últimos años se incorpora a la educación básica en varias entidades del país. Toma como eje de análisis el concepto de red de política en los niveles meso y micro. Entre las conclusiones destaca que la participación social nunca ha estado del todo ajena a las escuelas a pesar del control vertical de la Secretaría de Educación Pública (SEP) y del Sindicato Nacional de Trabajadores de la Educación (SNTE) y que dicha participación no se ciñe sólo a la figura institucionalizada de los Consejos de Participación Social que introdujo la Ley General de Educación de 1993 |
| English abstract | The objective of this article is offer an approximation to the form in which the policy of social participation is stimulated in the basic education in several entities of Mexico. The axis of analysis is the concept of Policy Network in the levels mezzo and micro. Between the conclusions, emphasizes that the social participation has never been completely foreign in the schools in spite of the vertical control of the Secretariat of Public Education (SEP) and the Workers' National Union of the Education (SNTE) and that the above mentioned participation is not limited only to the institutionalized figure of the Advices of Social Participation that introduced the General Law of Education of 1993 |
