| Spanish abstract | El presente artículo tiene por finalidad establecer, por una parte, que el sistema electoral no hace justicia al dialogo intercultural, puesto que, constituye una negación de la pluralidad existente en la Sociedad, y, por otra parte, de “indagar por las relaciones entre democracia, exclusión e interculturalidad”. Una vez es analizada la historia del sistema electoral tanto en Europa como en Colombia; se pasa luego, a explicar los conceptos de pluralidad, pluralismo, multiculturalismo, Interculturalidad y Diversidad; a continuación; se describen las funciones que cumple el sistema proporcional, integrando aquellos términos, y, poniendo especial atención al “orden político y electoral” que implementó el acto legislativo 01 de 2003; por último, se hace una reflexión final acerca del desafió intercultural |
| English abstract | This speech tries to establish on the one hand, that the electoral system doesn’t do justice to the intercultural dialogue, because it constitutes a denial of the existing plurality in society, and on the other hand, of “investigating the relationship among democracy, exclusion and interculturality”. Once the history of the electoral system is analyzed both in Europe and in Colombia, we continue explaining the concepts of plurality, pluralism, multiculturalism, interculturality and diversity; then, the functions of the proportional system are described, incorporating those terms, and, paying special attention to the “political and electoral order” implemented by the Legislative Act 01,2003; finally, a reflection about the intercultural challenge is made |
