| Spanish abstract | El artículo propone algunos temas para el debate de las agendas de política de los gobiernos latinoamericanos en el contexto de la actual transición de una economía global basada en combustibles fósiles a otra basada en energías renovables. Es un contexto que plantea difíciles dilemas de política: primero, ¿otorgar prioridad a la producción de agro-combustibles o de alimentos?; segundo, ¿incentivar la producción de agro-combustibles para los mercados domésticos o para el incipiente mercado mundial?; tercero, ¿cómo compatibilizar la competitividad internacional de los agro-combustibles con la agenda de un desarrollo rural socialmente inclusivo y ambientalmente sustentable? El reto, en definitiva, es cómo hacer compatibles la transición a una economía global postpetrolera y las necesidades de reestructuración de los sectores agrícolas y los territorios rurales latinoamericanos |
| English abstract | This paper proposes some issues for debating Latin America’s policy agendas in the context of the current transition from a global economy based on fossil fuels to another based on renewable energies. This is a context which poses crucial policy dilemmas: first, prioritizing the production of agro-fuels or food?; second, promoting the domestic production of agro-fuels or exports?; and third, to achieve the compatibility between the international competitiveness of agro-fuels and a socially inclusive and environmentally sustainable rural development agenda? The challenge, thus, is how to make compatible the unavoidable transition to a post-fossil fuel economy with the needs to restructure Latin America’s agricultural sectors and rural territories |
