| Resumen en inglés | Talking about education is undoubtedly an issue that includes different perspectives, theories and concepts that over time and the evolution of it have changed; the existence of factors directly and indirectly affecting the end of national educational plans is undeniable; Education is not far from these phenomena, educational public policies are overwhelmed by the globalizing process, their interests and generalities. During this article, a paper is presented that attempts to show the context of higher education in Mexico and Veracruz, emphasizing the context of the Private Institutions of Higher Education (PIHE), Public Educational Policies (PEE) in Mexico and the possible existing relationship of these with the results in improving the quality of the educational service at a higher level; It is observed the need to know the contexts, challenges and perspectives of the educational institutions of the higher level - especially the private ones - in terms of educational quality and the design of educational policies or normativity applicable to them. Ubsequently, to carry out a quick but concise analysis of the Secretarial Agreements 243 and 279, indicating some aspects and making observations to them. |
| Resumen en español | Analizar la educación es sin duda un hecho que debe incluir diferentes perspectivas, teorías y conceptos que a lo largo del tiempo y su evolución han cambiado; es innegable la existencia de fenómenos que afectan directa e indirectamente el fin de los planes educativos nacionales y por ende la educación; las políticas públicas educativas se ven aquejadas de sobremanera por el proceso globalizador, sus generalidades y sus intereses. En este artículo, se realiza un recorrido que intenta mostrar desde una mirada multirreferencial, el contexto de la educación superior en México y Veracruz, haciendo hincapié en la situación que rodea a las Instituciones Particulares de Educación Superior (IPES), las Políticas Públicas Educativas (PPE) en México y la posible relación existente de éstas con los resultados en la mejora de la calidad del servicio educativo a nivel superior; se observa la necesidad de conocer de manera muy general los contextos, retos y perspectivas de las instituciones del nivel superior – sobre todo las privadas- por cuanto hace al diseño de políticas educativas o normatividad aplicables a ellas y la necesidad actualizarla. Posteriormente, llevamos a cabo un análisis rápido pero conciso, de los Acuerdos Secretariales 243 y 279, que son la base legal con la cual se autoriza a las instituciones a ofrecer el servicio de educación superior a la sociedad, señalando algunos aspectos y realizando observaciones a los mismos. |
