| Resumen en inglés | This work inserts itself in the Line of History, Politics and Education Research in the Graduate Education Program at Federal University of Mato Grosso do Sul (UFMS). Its object of study is the funding of high school education in the period of 1999 to 2006, when the state of Mato Grosso do Sul (MS) was ruled for two consecutive terms under the hegemony of the political party Workers Party (PT). The aim was to understand the possibilities and limits of educational policy “Guaicuru School: living a new lesson” to high school in the state of Mato Grosso do Sul and analysis of loans from the agreement of the Ministry of Education and Culture (MEC) with the Interamerican Development Bank (IDB). The study used as sources for legislation at the national and state documents produced by the State Department of Education, the covenant documents of the Ministry of Education and Culture with the World Bank that guided the “Program Expansion and Improvement of Secondary Education (PROMED / Young School), the General Balance of Accounts produced by Government Office of State Revenue and Control, Technical Reports issued by the State Court of Auditors (TCE) and the literature relevant to the topic. We verify that the state of Mato Grosso do Sul, although he had proposed in the period, make a counter-hegemonic educational policy, it could not reverse the historical exclusion of sales of this stage of primary education in Brazil |
| Resumen en portugués | Este trabalho se insere na Linha de Pesquisa História Políticas e Educação do Programa de Pós-Graduação em Educação da Universidade Federal de Mato Grosso do Sul (UFMS). Tem como objeto o financiamento do Ensino Médio no período de 1999 a 2006, quando o estado de Mato Grosso do Sul (MS) foi administrado por duas gestões consecutivas sob a hegemonia político-partidária do Partido dos Trabalhadores (PT). O objetivo foi compreender as possibilidades e limites da política educacional “Escola Guaicuru: vivendo uma nova lição” para o ensino médio no estado de Mato Grosso do Sul, bem como a análise dos empréstimos oriundos do convênio do Ministério da Educação e Cultura (MEC) com o Banco Interamericano de Desenvolvimento (BID). O estudo utilizou como fontes a legislação em âmbito nacional e estadual, documentos produzidos pela Secretaria de Estado de Educação, documentos do convênio do Ministério da Educação e Cultura com o Banco Mundial que balizou o “Programa Expansão e Melhoria do Ensino Médio” (PROMED/Escola Jovem), Balanços Gerais de Contas de Governo produzidos pela Secretaria de Estado de Receita e Controle, Pareceres Técnicos emitidos pelo Tribunal de Contas do Estado (TCE) e a literatura pertinente à temática. Constamos que o estado de Mato Grosso do Sul, embora tivesse proposto no período, realizar uma política educacional contra-hegemônica, não conseguiu reverter historicamente os saldos de exclusão dessa etapa da educação básica brasileira |
