| Resumen en inglés | This article presents a historical review of public policies for women in Brazil, starting with the creation of the National Conferences on Policies for Women (CNPM) as a form of articulation between government and civil society, thus formulating National Plans Policies for Women (PNPM) through the participatory construction of different groups of women. It also presents a panorama of the policies and organisms created in São Gonçalo (RJ) from the 1990s to the present, bringing aspects about the importance of the feminist movement, gender studies and the formation of networks of articulation among the subjects involved. The central objective was to analyze the role of the Municipal Conferences of Women of São Gonçalo for the construction of public policies related to the women of the municipality. In this way, bibliographical and documentary research was carried out, as well as two interviews with people involved in the struggle of women in the municipality. As a result, it can be concluded that the fact that the São Gonçalo Conferences are one of the pioneers and of social, popular and democratic participation contributes to the strengthening and implementation of public policies for women in this municipality |
| Resumen en portugués | O artigo analisa a contribuição das Conferências Municipais de Mulheres de São Gonçalo (RJ) para a construção de políticas públicas neste município, considerando a participação social e ou popular democrática de diversos segmentos da sociedade civil, principalmente de mulheres. Traz um recorte histórico sobre as políticas públicas para as mulheres no Brasil, a partir da criação da extinta Secretaria de Políticas para as Mulheres (SPM) que instituiu as Conferências Nacionais de Políticas para as Mulheres como forma de articulação entre governo e a sociedade civil para a construção participativa dos Planos Nacionais de Políticas para as Mulheres, além de um panorama das políticas públicas e organismos criados no município de São Gonçalo desde os anos 1990. Traz aspectos sobre a importância do movimento feminista, dos estudos de gênero e da formação de redes de solidariedade para as mulheres envolvidas |
