| Resumen en inglés | Introduction: In Brazil, the public hearings of the Permanent Commissions of the Chamber of Deputies are relevant arenas to the defense of the demands of pressure groups. There they occur among a varied set of producers, forming a wide network. The article identifies the actors who occupied the centrals in the networks of organized interests Permanent Commissions in the 53rd and 54th legislatures. Materials and Methods: The study includes 20 out of 25 Permanent Commissions currently operating. Data from all hearings published by the Permanent Commissions between February 2007 and January 2015 were used, highlighting the names of the participants and the organizations/institutions they represented. Social network analysis was used, with emphasis on actions of centrality of the actors (degree, closeness e betweenness). Results: Only the Federal Public Ministry, the Ministry of Health, the Ministry of Labor and Employment and the Ministry of Education were included in the three measures of centrality among the ten most important actors. Another finding refers to the observation of policy networks that are formed around certain policies that are the object of the Permanent Commissions’ activity. The presentation of the most central organizations and institutions in each arena of the commission system reveals a very clear convergence between the actors and the thematic scope of the arenas in which they predominantly operate. Discussion: These findings impact research on lobbying, as they shed light on the participating groups and how this participation takes place in this type of decision-making arena |
| Resumen en portugués | Introdução: No Brasil, as audiências públicas das Comissões Permanentes da Câmara dos Deputados são arenas relevantes para a defesa de demandas de grupos de pressão. Ali ocorrem interações entre um conjunto variado de atores, formando-se uma ampla rede. O artigo identifica os atores que ocuparam posições centrais nas redes de interesses organizados nas Comissões Permanentes nas 53ª e 54ª legislaturas. Materiais e Métodos: O estudo inclui 20 das 25 Comissões Permanentes em funcionamento atualmente. Foram utilizados dados de todas as audiências públicas realizadas pelas Comissões Permanentes entre fevereiro de 2007 e janeiro de 2015, com destaque para os nomes dos participantes e das organizações/instituições que eles representavam. Empregou-se análise de redes sociais, mobilizando-se medidas de centralidade dos atores (degree, closeness e betweeness). Resultados: Apenas o Ministério Público Federal, o Ministério da Saúde, o Ministério do Trabalho e Emprego e o Ministério da Educação figuraram nas três medidas de centralidade dentre os dez atores mais importantes. Outro achado refere-se à observação de policy networks que se formam em torno de determinadas políticas, objetos da atividade das Comissões Permanentes. A apresentação das organizações e das instituições mais centrais em cada arena do sistema de comissões revela uma convergência muito clara entre os atores e o escopo temático das arenas nas quais atuam preponderantemente. Discussão: Esses achados têm impacto nas pesquisas sobre lobbying, uma vez que lançam luz sobre quais grupos atuam e como se dá essa participação nesse tipo de arena decisória |
