| Resumen en español | El objetivo de la presente investigación es detectar los conceptos claves que permitan determinar los pasos a seguir para implementar una política que favorezca el cabotaje peruano. Si bien en el mundo existen partidarios por una total liberalización del mercado, existen países importantes que lo protegen mediante leyes muy estrictas aduciendo cuestiones de interés y seguridad nacional. En la investigación bibliográfica se pudo identificar conceptos como evolución histórica del cabotaje, movilidad y red marítima, conciencia situacional marítima, definición de puerto, retos relacionados al mar, perspectiva económica, acciones y normas en favor del cabotaje, el cabotaje en el mundo y como parte de él, el cabotaje peruano y sus ventajas en su relación al transporte multimodal. Se pudo concluir que hay mucho trabajo por realizar, a nivel de infraestructura como de reglamentación para convertir al cabotaje en una opción que reemplace al transporte terrestre muy arraigado en la actividad comercial peruana y como instrumento rápido, eficiente y de bajo costo ante situaciones de emergencia |
| Resumen en inglés | The aim of this research is to identify the key concepts that will allow us to determine the steps to implement a policy that benefits the Peruvian cabotage. Although there are supporters in the world for a total liberalization of the market, there are several important countries that protect the market through extremely strict laws based on national interest and security. In this bibliographic research, concepts such as the historical evolution of cabotage, mobility and maritime network, maritime situational awareness, port definition, challenges related to the sea, economic perspective, actions and regulations in favor of cabotage, cabotage in the world and as part of it, Peruvian cabotage and its advantages in its relation to multimodal transport could be identified. It was concluded that there is a lot of work that has to be done at the infrastructure and regulatory level to make cabotage an option that replaces land transport, which is deeply rooted in Peruvian commercial |
