| Resumen en español | A partir del proceso de apertura y reforma del Estado en Argentina durante la década de los años noventa, surgen nuevas formas de administración y gestión de la infraestructura portuaria a través de modelos de organización del tipo landlord, donde el sector público conserva la propiedad del puerto e invierte en infraestructura básica pero no explota, en general, ninguno de los servicios que se prestan al buque o a las cargas. A fin de contribuir al análisis de los procesos de modernización y privatización de la infraestructura y gestión de los puertos graneleros en el país, este trabajo tiene por objetivo analizar la organización, eficiencia y competencia interportuaria del puerto Quequén, después de su privatización en 1994. Del análisis se desprende que el desarrollo del puerto Quequén está condicionado por las características del hinterland, la especialización productiva en comodities indiferenciados y el deterioro de la infraestructura y vías férreas que conectan el puerto con las zonas de producción y las decisiones de empresas trasnacionales que desde una lógica global privilegian las inversiones en distintos puertos del país. Si bien las reformas portuarias han generado mayor eficiencia en la operatoria, dentro de la organización del puerto Quequén aún persisten ineficiencias resultantes de las divergencias entre los distintos grupos de interés que se traducen en la pérdida de importancia relativa frente a otras organizaciones portuarias de la región, y en la escasa transparencia del marco regulatorio vigente |
| Resumen en inglés | The globalization and economic opening have generated an increase of the volumes of the international trade for sea route, re-meaning the role and functioning of the ports that had restructure and to adapt to the new demands. From the process of opening and reform of the State in Argentina during the nineties, there arise new forms of administration and management of the port infrastructure across models of organization of the type landlord, where the public sector preserves the property of the port and invests in basic infrastructure but does not exploit, in general, any of the services that lend to the ship or to the charges. In order to contribute to the analysis of the processes of modernization and privatization of the infrastructure and management of the cereals ports in the country, the present work has for objective analize the organization, efficiency and interport competition of the port Quequen, after its privatization in 1994. From the analysis it is clear that the development of the port Quequen is determined by the characteristics of the hinterland, the productive specialization in commodities undifferentiated and the deterioration of the infrastructure and ferreous routes that connect the port with the zones of production and the decisions of transnational companies that from a global logic favour the investments in different ports of the country. Though the port reforms have generated major efficiency in the operative one, inside organization of the port Quequen, resultant unefficiencies of the differences still persist between the different groups of interest that is translated in the loss of relative importance opposite to other port organizations of the region, and to the scanty transparency of the regulative in force frame |
