| Resumen en inglés | AROUND 45 thousand people are victims of lethal crime in Brazil, yearly. Most of the victims are young, poor and black, from the shanty towns located at the large cities. Police are part of the problem: they have been, generally, uneffective, unilaterally reactive, corrupted and brutal, mostly because their organizational structures do not fit their needs to perform constitutional obligations. On the other hand, crime prevention policies are still restricted and fragmented. A dark future can be foreseen if a deep legal and institutional reform is not implemented, and the immediate causes of violence are not targeted |
| Resumen en portugués | CERCA de 45 mil pessoas são vítimas de crimes letais, no Brasil, anualmente. As vítimas são, em sua maioria, jovens pobres e negros, moradores das periferias e favelas das grandes cidades. As polícias são parte do problema: elas têm sido, em geral, ineficientes, unilateralmente reativas, corruptas e violentas, sobretudo porque suas estruturas organizacionais são inadequadas ao cumprimento de suas obrigações constitucionais. Por outro lado, as políticas preventivas ainda são tópicas e fragmentadas. Se não houver uma profunda reforma institucional e legal, e se não forem atacadas as causas imediatas da violência, prevê-se um futuro sombrio |
