| Resumen en español | El poder blando, siendo menos cuantificable, puede ser incluso más poderoso y eficaz que las armas o la propia economía. En nuestros días –y exacerbado por los efectos del COVID– un concierto colosal de algoritmos e inimaginable trama de artefactos de Inteligencia Artificial (AI), vigilan, registran, procesan y hasta predicen nuestras preferencias y comportamientos, desdibujando el poder asimétrico. Mientras en las alturas se celebra el advenimiento de la Red 5G, emerge a la vez un hegemónico sistema satelital en manos de conglomerados privados que si bien prometen mayor cobertura y velocidad, también accederán por defecto a más usuarios, datos, ingresos, y a un mayor control y poder. En plena crisis del sistema multilateral, la sumatoria de concentración del poder, las permanentes disputas por los dominios de influencia, y la innovación tecnológica global, están modificando de manera radical el centro de gravedad del sistema económico y el mapa geopolítico. En este marco, Estados Unidos aún siendo la principal potencia militar del mundo al 2035, pudiera ver reducida su ventaja militar ante las presiones de una China cada vez más expansiva y aliada con Rusia. Definitivamente, nada ha quedado en su lugar el 2021: el retiro de las fuerzas norteamericanas de Afganistán dejó en evidencia, entre otras lecciones, que la guerra convencional será reemplazada en el futuro por formatos multidimensionales e híbridos, incursiones silenciosas y casi invisibles, en tiempos de transformación donde es posible ganar incluso sin combatir |
| Resumen en inglés | The soft power, being lees quantifiable can be even more powerful and effective than military weapons or even the economy itself. Nowadays –and exacerbated by the effects of COVID– a colossal concert of algorithm and AI artifacts monitor, record, process, and even predict our preferences and behaviors, blurring the asymmetric power. In the meantime, with the advent of the 5G Network, a kind of hegemonic satellite system emerges actually in hands of giant private conglomerates that, although they promise greater coverage and speed, will also access by default to a huge mass of users, data, incomes, and greater control and power. In the middle of an evident crisis of the global multilateral system, the sum of the concentration of power, permanent disputes over domains of influence, and the global technological innovations, are all radically changing the center of gravity of the economic system, but also the geopolitical map. In this scenario, the United States, still being the main military power in the world by 2035, could also see its military advantage reduced under the pressure from an increasingly expansive China allied with Russia. Definitely, nothing has remained in place during 2021: the withdrawal of US forces from Afghanistan revealed, among other lessons, that conventional warfare will be replaced in the future by multidimensional and hybrid formats, silent and almost invisible incursions, in times of transformation where it is possible to win even without fighting |
