| Resumen en inglés | The articles analyses the content of the European Union’s Common Foreign and Security Policy (CFSP) from its inception in 1993 and the implications for enlargement of the EU on the CFSP. The account commences by highlighting attempts to forge a foreign police for the European Community prior to the Treaty on European Union. There is then an examination of the manner in which the CFSP has represented a departure from past practice before an exposition of the content of the CESP to date and the CFSP policies that the prospective member states would have to adopt. The CFSP’s Joint Actions, Common Positions, and Declarations are then subjected to examination together with a consideration of the defence dimention of the CFSP that has been developed through the Western European Union (WEU). The article examines the impact upon the CFSP of the enlargement of the EU to Central and Eastern European Countries (CEECs) and Cyprus. The last component of the article examines issues discussed for the revision of the CFSP within the 1996 Intergovernmental Conference and the codification of agreement within the Treaty of Amsterdam. In concluding, the text asserts that changes to the CFSP contained within the Treaty of Amsterdam are the outcome of a learning processes for the Member States based upon the functioning of the CFSP to date but that the intergovernmental nature of the CFSP that the new Member State will have to adopt remains intact |
| Resumen en portugués | Neste artigo é analisado o tema da Política Externa e de Segurança Comum (PESC) da União Européia (UE), desde o seu início em 1993, e as implicações da ampliação da UE sobre a PESC. Inicialmente, o autor ressalta algumas tentativas de se forjar uma política externa para a Comunidade Européia antes do Tratado da União Européia. Segue-se o exame da forma pela qual a PESC representou um afastamento das práticas anteriores, antes da exposição do conteúdo da PESC até o momento, e das políticas da PESC que os Estados-membros em perspectiva terão de adotar. As Ações Conjuntas, Posições Comuns e Declarações são então examinadas, fazendo-se considerações acerca da dimensão de defesa da PESC que evoluiu mediante a União Européia Ocidental (UEO). O impacto sobre a PESC da ampliação da UE para os Países do Centro e do Leste Europeu (PCLEs) e Chipre é também analisado. Na última parte do artigo são discutidos temas a respeito da revisão da PESC no âmbito da Conferência Intergovernamental de 1996 e da sistematização do acordo no contexto do Tratado de Amsterdã. Concluindo, afirma-se que as mudanças da PESC presentes no Tratado de Amsterdã resultam de processos de aprendizagem dos Estados-membros baseados na aplicação da PESC até o momento, mas que a natureza intergovernamental da PESC que os novos Estados-membros terão de adotar permanece intacta |
