| Resumen en español | El desamparo y la orfandad en la niñez y adolescencia han trascendido como uno de los problemas sociales que ha enfrentado la humanidad a lo largo de los años, sin tener un ente que defienda sus derechos. Con el surgimiento de las normas de la adopción a nivel internacional y la inclusión de los gobiernos de promover leyes en virtud de la protección del adoptante, el Estado ecuatoriano, como rector e influyente en el ámbito económico, político y social ha regulado el proceso de adopción por medio de normativas que garantizan al adoptado una familia idónea, permanente y definitiva. Diversas instituciones rigen el proceso y desempeñan su papel protagonista en cada etapa que desencadena una serie de trámites e investigaciones a favor del adoptado y en la protección de sus derechos. En el análisis de este proceso se encamina a determinar y analizar los factores que afectan el proceso de adopción y las posibles alternativas de trabajo en virtud de perfeccionar y cumplir con el principio de celeridad, a partir del enfoque del método Delphi y el Método General de Solución de Problemas |
| Resumen en inglés | Homelessness and orphanhood in childhood and adolescence have transcended as one of the social problems that humanity has faced over the years, without having an entity to defend its rights. With the emergence of adoption regulations at the international level and the inclusion of governments to promote laws under the protection of the adopter, the Ecuadorian State, as a leader and influential in the economic, political and social fields, has regulated the adoption process through regulations that guarantee the adoptee a suitable, permanent and definitive family. Various institutions govern the process and play their leading role in each stage that triggers a series of procedures and investigations in favor of the adoptee and in the protection of his rights. The analysis of this process is aimed at determining and analyzing the factors that affect the adoption process and the possible work alternatives by virtue of perfecting and complying with the principle of celerity, based on the approach of the Delphi method and the General Method of Problem Solving |
