| Resumen en español | En mayo del año 2013, durante la II Jornada del ciclo Hablemos de Patrimonio dedicada a la temática de Patrimonio y Museos-, se tuvo la oportunidad de profundizar en temas como: qué son los museos, cuál es su función en la sociedad contemporánea o cómo se pueden relacionar con los proyectos educativos que se vienen realizando en Panamá, entre otros. Las presentaciones dieron pie a una discusión sobre la problemática de los museos estatales en Panamá, tema de mucha preocupación y polémica para el entorno nacional en este momento en particular. El siguiente artículo procede de la charla que presentamos en esa oportunidad. Con este trabajo de investigación, ofrecemos la descripción y análisis de la situación actual de los museos estatales panameños, comenzando con un breve repaso de su creación, evolución y desarrollo. Conociendo esta historia, pretendemos demostrar como las instituciones museísticas son víctimas de un proceso que aquí exponemos como “círculo vicioso”. | Resumen en inglés | The Jornada Hablemos de Patrimonio II held in may 2013, dealing with patrimony and museums, offered a chance to analyze in depth the theme of what museums are, what is their function in today´s world, and how they can be related to educational projects, among other subjects. The presentations gave rise to a discussion on the very apparent problems suffered by Panama´s state museums. Presented here are a description and analysis of the current situation of Panamanian state museums, that starts with a brief review of their history, from the creation of the National Museum at the beginning of the 20th to the “golden age” of Panamanian museums in the 1970s when over a dozen were created, and their subsequent, progressive decadence into the state of abandonment they are currently immersed in. Knowing their history we pretend to show that they are today victims of a “vicious circle”, which could be said to start with the lack of relevance of the culture and museum sector at the State level with a concomitant lack of a State Cultural or Museum policy, that generates a poor management structure with a chronic lack of funding and scientific personnel, that derives in poor and un-engaging exhibits and thus low attendance and public projection, which again turn into a low relevance at the State level. We consider it is possible to escape this circle, taking into account the many strengths that local state museums already possess, such as large, varied, multi-component artifact collections which are often housed in historical and architecturally unique buildings, with high potential to engage the local and foreign public that is increasingly arriving in Panama. Together with this potential, we analyze a series of measures to escape the current state of decay, that, like the vicious circle, start with the elevation to ministerial rank of the National Culture Institute and the creation of a long term State Cultural Policy or a “master plan” without which any |
