| Spanish abstract | Este trabajo aborda el tema de las particularidades de la gerencia pública y la problemática que presenta la administración del Estado para la ejecución de la política social y la satisfacción de las necesidades de la sociedad. Relación fundamental se establece con las funciones de planificación, organización, dirección y control que debe desarrollar el gerente social en un contexto complejo que requiere de soluciones creativas. | English abstract | This work approaches the topic of the particularities of the public management and the problematics that presents the administration of the State for the execution of the social politics and the satisfaction of the needs of the society.
